I saw a pre purchase done and signed by DAR (using his DAR number) Dar should be reminded this is not a legal use of their signature and Number. I have an agreement between me and a customer that they sign saying they understand that a pre purchase inspection is not an FAA approved inspection. I knew of a case where the purchaser tried to make the Inspector make good some items he inspected on an aircraft. I have a copy of this agreement if you would like to post it.
